Much like the Kitsune, the Tengu are Shifters of the Far East. They are worshiped by many as spiritual beings with powers over Air, though it can be assumed that the latter only applies to certain Gifted individuals. Since they are both revered and tricksters that are rarely seen by men, they were not cursed like other Shifters, and thus retained full control of their shapeshifting abilities. However, in the West, the bird Shifters survive as Avians, which do not retain any shapeshifting powers.
